Residents can request a Vacation Watch from the Harris County Constable, Precinct 4’s office on their website under the Community Involvement Tab, Services Offered Tab, and then the Vacation Watch Request Tab, which has an online form the resident can fill out for the Vacation Watch Request.

Under the Contract/Neighborhood/Utility District box, please choose Harris County Municipal Utility District No. 200, as the District has a joint security contract with Harris County Municipal Utility District No. 200.

HCMUD 399 Spring Cleaning Event – Special Grapple Truck Service
Date: Saturday May 30, 2026

Best Trash will be providing a grapple truck to assist residents with disposal of large and bulky items during this special Spring Cleaning event.

✅ What You Can Place at the Curb

Residents may place the following items at the curb for collection:

  • Furniture (couches, chairs, tables)
  • Mattresses and box springs
  • Large household items
  • Bulk debris and oversized materials

All items must be placed neatly at the curb by 7:00 AM on service day.

⚠️ Important – Service Limitations

  • The grapple truck is designed to pick up loose, bulky items only
  • Bagged waste WILL NOT be collected
  • Standard household trash should continue to be placed in your regular trash containers for normal service days

🚛 How It Works

  • The grapple truck will travel throughout the community picking up large items
  • Once the truck reaches capacity, it will unload and return to continue service
  • Collection will occur throughout the day until all approved loads are completed

📌 Reminders

  • Do not block sidewalks, storm drains, or mailboxes
  • Keep items away from vehicles, poles, and fences to allow safe collection
  • Please separate bagged trash from bulk items

Residents of the district have the right to request the designation of a meeting location within the district under Water Code Section 49.062(g). A description of this process can be found at https://www.tceq.texas.gov/waterdistricts.

ELECTION INFORMATION

(HB 305)

The next election for the District will be held on May 2, 2026.

To be qualified to serve as a director, a person shall be at least 18 years old, a resident citizen of the State of Texas, and either own land subject to taxation in the district or be a qualified voter within the district.

Director candidacy filing requirements and deadlines are as follows:

To run for election to the District’s Board of Directors, a person must file an application for a place on the ballot. The application must be filed with the Secretary of the District’s Board of Directors or his/her designated agent by mail, electronic mail, fax or in person. An application may be downloaded/printed from the website of the Texas Secretary of State at https://www.sos.state.tx.us/elections/forms/pol-sub/2-49f.pdf.

  • First day to file for place on May 2, 2026 general election ballot is Wednesday, January 14, 2026.
  • Last day to file for place on May 2, 2026 general election ballot is by 5:00 p.m. on Friday, February 13, 2026.
  • A person may run for election to the District’s Board of Directors as a write-in candidate and to do so must file a declaration of write-in candidacy. The declaration must be filed with the Secretary of the District’s Board of Directors or his/her designated agent by mail, fax, email or in person. A declaration form may be downloaded/printed from the website of the Texas Secretary of State at https://www.sos.state.tx.us/elections/forms/pol-sub/2-55f.pdf.
  • Deadline to file write-in candidacy declaration for May 2, 2026 general election is by 5:00 p.m. on Tuesday, February 17, 2026.
