Residents of the Kelly Ranch, Sierra Vista, Rio Vista, La Dorada, and Blue Jack Subdivisions:

Cresson Crossroads Municipal Utility District No. 2 has a planned water service interruption scheduled for Thursday, October 22nd starting at 9:00AM due to the completion of water system improvements. The improvement to the water system should take approximately 6 hours to complete. During that time, water service will not be available for the subdivisions.

Water Quality Update for Defined Area No. 3 of Cresson Crossroads Municipal Utility District No. 2

Dear Residents of Defined Area No. 3:

Cresson Crossroads Municipal Utility District No. 2 (the “District”) is the retail water provider to Defined Area No. 3 of the District, which includes the Rio Vista, Sierra Vista, La Dorada, and Bluejack Ranch communities.

On July 31, 2026, the District issued a letter regarding water quality in Defined Area No. 3 of the District. This letter provides an update to the District’s prior correspondence. The District has received the results of special water testing conducted on samples collected in June 2026 and referenced in the District’s July 31, 2026 letter. The results of such testing are enclosed for your reference. All reported results comply with applicable rules and requirements of the Texas Commission on Environmental Quality (the “TCEQ”).

After reviewing the June 2026 test results, the District’s consultants recommended additional sampling to evaluate whether phosphate treatment could improve certain aesthetic characteristics of the water. The District collected additional water samples in September and is currently awaiting test results. Those test results will help the District determine whether phosphate treatment is appropriate. If treatment is recommended, the proposed phosphate treatment system must be designed and submitted to TCEQ for approval before the phosphate treatment system can be constructed and placed into operation. Though phosphate treatment is not required for the District’s water system to be TCEQ compliant, phosphates are commonly used in drinking-water systems to help control corrosion and reduce mineral buildup in pipes and service lines. If phosphate treatment is recommended and approved by TCEQ, the District will provide additional information about the proposed treatment.

The District will provide another update after the September water sampling test results have been received and reviewed.

District Alert: Mandatory Irrigation Restrictions Now in Effect

Dear Cresson Crossroads MUD No. 2 Resident:

Effective immediately, Cresson Crossroads MUD No. 2 (the District), has activated mandatory irrigation restrictions, to help protect the District’s water supply. As temperatures rise, our wells are running longer to keep up with demand. We appreciate your help in reducing water use by following the attached required restrictions.

Mandatory Watering Schedule (8:00 PM to 12:00 AM)

• Monday, Wednesday, and Friday – Addresses ending in even numbers (0, 2, 4, 6, 8)
• Tuesday, Thursday, and Saturday – Addresses ending in odd numbers (1, 3, 5, 7, 9)

We are continuing to monitor the situation closely. If water use is not reduced enough, we may need to move to 1-2 day mandatory water restrictions.

Water System: Defined Area #3

Residents of Defined Area #3 of Cresson Crossroads Municipal Utility District No. 2,

Cresson Crossroads Municipal Utility District No. 2 (the “District”) is the retail water provider for Defined Area #3 of the District, consisting of the Rio Vista, Sierra Vista, La Dorada, and Bluejack Ranch communities. The District has been notified of residents’ concerns related to the District’s potable water system. The concerns have been primarily related to the pressure and color of the water in the District’s water system. Please be advised, the District’s water is tested by independent laboratories that are federal and state certified and the Texas Commission on Environmental Quality (the “TCEQ”). The results of tests conducted by these qualified entities show that the District’s water system meets all Environmental Protection Agency (the “EPA”) and TCEQ drinking water standards. Although the District’s water meets all EPA and TCEQ drinking water standards, the District is working to complete comprehensive testing, maintenance, and capital improvements to address residents’ aesthetic water quality concerns and improve the capacity of the District’s potable water system.

The District continuously tests the water in the public water system to ensure compliance with the EPA and TCEQ’s drinking water standards. Currently, the District’s operator tests chlorine residuals daily at rotating locations throughout the District, and the District conducts one bacteriological test once a month through independent laboratories. Results of the chlorine residuals and bacteriological testing show that the chlorine residual and tested bacteria levels within the District’s water system comply with TCEQ’s drinking water standards. Further, TCEQ maintains its own testing schedule and testing criteria. The results of TCEQ’s testing can be found online through the Texas Drinking Water Viewer.  This website is the public’s view of TCEQ’s database. The results of testing performed by TCEQ’s contracted lab show that the District’s water system is in compliance with TCEQ’s drinking water standards. Residents can access the Texas Drinking Water Viewer through the following website: https://www.tceq.texas.gov/drinkingwater/dwv. Additionally, special water testing was completed in June 2026, and the District expects to receive the results of those tests in late July 2026.  The District’s consultants will review the results, and if deemed necessary, changes to the District’s water treatment processes could be recommended. These changes would require TCEQ’s review and approval before a change can be made to the District’s water treatment process.

In 2026, the District, its consultants, and developer intend to add two water wells, a second water plant, and increase the public water system’s storage capacity from 100,000 gallons to 522,000 gallons. Before each of the District’s two additional water wells are brought online and added to the public water system, extensive water testing results from independent laboratories will be submitted to TCEQ for TCEQ’s review and approval, which is the same procedure that has been followed for existing water wells that supply the District’s potable water system.

The District will continue to work to improve the aesthetic quality of the District’s potable water. Accurate water testing is a key component to improving the District’s aesthetic water quality, and accurate testing must be conducted by qualified individuals and entities with water samples from appropriate locations within the District’s water system. Home water tests often produce unreliable results that do not accurately reflect the condition of the District’s potable water.
